ABOUT THE COUNCIL
The Bangalore University, College Development Council was established in the year 1981 for the purpose of proper planning and integrated development of the Colleges and to provide the Colleges the necessary help and guidance. It serves as the vital link between the UGC, the University and the Colleges and the State Education Department.
The main function of the College Development Council is to advise the University on all matters relating to development of affiliated Colleges and to act as a co-ordinating body between the UGC and the affiliated Colleges for getting developmental grants from UGC to the Colleges and for rising of standard of learning, teaching and other activities of the colleges.
AIMS AND OBJECTIVES OF THE COLLEGE DEVELOPMENT COUNCIL
The Aim of the College Development Council, BUB is to strive to make maximum number of colleges of Bangalore University to get maximum grants from the UGC
The objective of the College Development Council, BUB is:
1. To proactivate the colleges to enlist under section 2f and 12B of the UGC Act 1956.
2. To proactivate the colleges to get maximum developmental grants from the UGC.
3. To proactivate the teachers to pursue their higher studies leading to PhD and post Doctoral under the Faculty Development programme
4. To proactivate the colleges to impart quality education and promote scientific temper and to undertake research activities at the colleges
5. To proactivate the colleges to blend theoretical knowledge with practical skills.
6. To enable colleges to pursue academic excellence through quality teaching, research and publications.
7. To proactivate the colleges to provide access to all sections of the society to pursue higher education
8. To proactivate the colleges to inculcate right values among students
9. To proactivate the colleges to promote leadership qualities among students.
10. To proactivate the colleges to produce socially sensitive citizens and to hasten the process of creating a knowledge society.
PROGRAMMES OF THE COLLEGE DEVELOPMENT COUNCIL OFFICE
To recommend the colleges which are affiliated to Bangalore University to get enlisted by UGC under section 2f and 12B of the UGC Act 1956, which alone entitle the colleges to get development assistance from the UGC during the plan period. In order to be enlisted by UGC such colleges firstly to be in existence for a minimum period of three years and affiliated to the University so that it could be enlisted under section 2f of the UGC Act 1956, which will not entitle the college for any financial assistance from UGC. To get the Developmental grants and financial assistance from UGC the colleges should be enlisted by the UGC under section 12B of the UGC Act 1956. To get enlisted under section 12B the UGC Act, the colleges should have Permanent affiliation and should have grant-in-aid from the concerned state government so that the colleges will be enlisted by UGC under section 2f and 12B of the UGC Act 1956. However now the UGC is thinking of giving financial assistance to even to the unaided colleges to conduct Minor and Major research works and to host seminars/conference/workshops
As and when the UGC invites proposals from the colleges, the College Development Council recommends the proposals of the colleges during the plan period to UGC to get the developmental assistance as well as financial assistance from UGC under various heads for Books, equipments, construction works, for research purpose, to do MPhil, and PhD, to attend international conferences, to introduce Career oriented courses to be studied on parallel
The important function of the College Development Council is to advise the colleges for getting developmental grants from UGC and for ensuring higher standards of learning, teaching and other activities of the colleges. Several Colleges got recognition from UGC under 2(f) and 12(b) of UGC Act 1956, for the academic year 2014-15.
UGC has brought several changes during the 12th Plan period effective from 2012. As many as 40 colleges have got financial assistance under the college development assistance to the extent of ` 5.29 Crores for this academic year (2014-15). This covers the construction of women’s hostels, improvement of the facilities in the existing premises, the establishment of Internal Euality Assurance Cell (IQAC) and or the creation of infrastructural development for sports activities in different colleges.
Further, the Office of the CDC had sent proposals to UGC for Minor Research Projects in Humanities and Science, from different colleges and 23 colleges have got the sanction for taking up research projects the sanctioned amount is ` 85 Lakhs. In addition, several colleges had sent proposals to UGC for organizing seminars, conferences/workshops and UGC sanctioned ` 34.5 Lakhs towards the same to 24 colleges affiliated to Bangalore University.
The UGC under the ongoing Faculty Development Programme (FDP) has given financial assistance to teachers working in different colleges to the extent of ` 16 Lakhs for the completion of Ph.D., programme. In the year 2014-15, as many as 15 teachers have received financial sanction from UGC to take up Ph.D., work in the universities.
In the month of February 2015, nine Colleges submitted proposals for getting CPE/CE status from the UGC. In this connection, University constituted an expert committee, visited the college from 10th to 12th February 2015 and ranked them in the order of merit as per the scoring scales of UGC and sent all the proposals to UGC which are under consideration.
UGC had sent a notification to give proposals for getting the sanction of financial assistance to the colleges under Kaushal scheme. As many as 14 colleges have submitted the proposals through CDC and they are under consideration. Further the colleges also submitted proposals for running Bachelor of Vocational programme to UGC for getting financial assistance. Nine colleges have submitted their proposals and are under consideration from UGC. Two Colleges namely Government Science College and Smt. VHD Institute of Home Science have got autonomous status from UGC from this academic year.
Regularly, Add-on-Courses sanctioned by UGC are going on in different colleges and there is very good response to the courses from under-graduate students, especially skill development courses. The CDC as per UGC guidelines got the syllabus approved by the University and assisted for smooth conduct of Add-on-courses and Bachelor of Vocational programmes in different colleges affiliated to Bangalore University. The Community College concept has also received a positive response from the colleges sanctioned by UGC. The CDC is playing an important role is getting development grants in different schemes to the colleges under the 12th Plan period (2012-17)
